Bob Mendes, Member of the Firm, co-presents "Solvency of State and Local Governments" at the AIRA Bankruptcy & Restructuring Conference, which runs from June 3 to 5.
Many state and local governments are experiencing—or are likely to soon experience—financial distress driven by expiring federal aid, slowing tax revenues, and structurally rising labor, pension, and health care costs.
This session will begin with an overview of how fiscal stress often first emerges at the local level through reserve drawdowns, credit downgrades, and service-level tradeoffs, before migrating into broader state-level challenges. The discussion will then turn to the real-world turnaround of Metro Nashville, Tennessee, as three key leaders involved in its financial recovery explain how city and state officials navigated pandemic-era pressures despite a debt-heavy balance sheet, a shifting tax base, and other structural constraints.
Panelists will conclude by sharing practical lessons learned and outlining strategies public-sector leaders can use to manage fiscal strain before it escalates into full-scale insolvency.
