Overview

Drawing on nearly 25 years of experience in disability rights law—including litigating Americans with Disabilities Act (ADA) and other civil rights cases for the federal government—attorney Dov Lutzker helps employers anticipate and address accessibility risks.

His firsthand knowledge of enforcement strategies enables him to advise employers on how to interpret complex laws, identify areas of vulnerability, and implement proactive, practical solutions that promote accessibility and minimize legal exposure.

Dov works closely with clients across industries, providing counsel on issues relating to all aspects of accessibility, including compliance with ADA Title I (employment) and Title III (public accommodations), as well as the 2010 ADA Standards for Accessible Design. Clients rely on him to develop accessibility policies and to deliver related training and advice on both public and employee accommodation issues. Additionally, Dov translates complex accessibility standards into actionable steps that help clients meet compliance goals, foster inclusive environments, and stay current with evolving legal and policy changes.

Before joining Epstein Becker Green, Dov served in the Disability Rights Section of the U.S. Department of Justice’s Civil Rights Division as a trial attorney, special counsel, and legislative and policy counsel. Focused on disability discrimination, he managed investigations, litigated cases, and negotiated consent decrees and settlement agreements with systemic and nationwide impact. He also developed and led compliance units and implemented programs such as Project Civic Access, which has improved accessibility for more than five million individuals with disabilities across the United States.

Prior to serving in the federal government, Dov was a Staff Attorney for a disability advocacy agency in California, where he represented clients in litigation and policy initiatives aimed at advancing disability protections.

As a law student, Dov served as a legal intern at the St. Clair County (Illinois) Public Defender’s office and later as a judicial extern for the Honorable Alan M. Ahart of the U.S. Bankruptcy Court for the Central District of California. Upon graduation from law school, Dov became a Juvenile Division Law Clerk at the Santa Clara County (California) District Attorney’s office.
