Leading health care and life sciences organizations facing their most complex regulatory, legislative, policy, and access challenges turn to Richard Hughes, a health lawyer, strategic advisor, and scholar.  

His practice sits at the intersection of law, public health, science, and policy, with particular depth in vaccines, preventive services, and public health institutions.

Richard has devoted two decades to strengthening the legal and policy foundations of immunization and preventive care. His work spans strategic counseling, litigation, appellate advocacy, scholarship, and public policy. Manufacturers, health care organizations, professional societies, nonprofit organizations, and other stakeholders value his guidance on vaccine and preventive services policy, coverage and access, federal advisory processes, public health preparedness, and the development and commercialization of medical products.

Richard also represents clients in matters with national implications for public health law and policy. He serves as lead counsel in American Academy of Pediatrics v. Kennedy, representing national medical and public health organizations in litigation concerning federal vaccine policy and the integrity of expert public health governance. In addition, he has authored U.S. Supreme Court and appellate amicus briefs addressing the Affordable Care Act’s preventive services coverage requirement and the constitutional foundations of school vaccination laws.

Before returning to private practice, Richard served as Vice President of Public Policy at a major vaccine manufacturer during the COVID-19 pandemic. Prior to that, he served as Managing Director at a top Washington health care advisory firm, held a leadership role at a multinational biopharmaceutical company, worked with the Association of State and Territorial Health Officials, and was appointed by the governor of Arkansas to serve on the Arkansas State Board of Health. This experience across industry, government, nonprofit organizations, and private practice gives him a distinctive understanding of how law and policy shape health care innovation, access, and implementation.

Beyond his legal practice, Richard is committed to developing the field of public health law and preparing its next generation of leaders. He holds law faculty appointments at Georgetown University Law Center and the George Washington University Law School and previously held an academic appointment at the George Washington University Milken Institute School of Public Health. His teaching and scholarship connect legal doctrine with the practical operation of the institutions that govern vaccines, preventive services, and population health.

A prolific writer and sought-after public speaker, Richard has published more than 100 articles and commentaries on health law and policy. His work has appeared in leading health policy, medical, and legal publications, and he is regularly quoted by prominent national media, including The New York Times, The Wall Street Journal, The Atlantic, The Guardian, The Washington Post, The Los Angeles Times, NPR, The Boston Globe, Politico, Forbes, and The Hill. Members of Congress, federal and state officials, and national news organizations frequently seek his perspective on emerging public health law and policy issues.

Richard also serves on the board of Vaccinate Your Family, a national nonprofit organization dedicated to protecting people of all ages from vaccine-preventable diseases.

  • A Unified Voice in High-Stakes Public Health Litigation: Richard has represented more than two dozen patient advocacy organizations in amicus briefs before the U.S. Court of Appeals for the Fifth Circuit and the Supreme Court of the United States, helping them develop and advance a common position on consequential public health issues. He regularly advises professional societies, nonprofit organizations, and other stakeholders on impact litigation, appellate advocacy, and broader legal strategies to protect public health and expand access to care.
